Stakeholder study on actors working in the field of youth participation in municipal life

Definition, objective and added value

The project involves a set of six surveys, which take stock of and describe the state of play of the main local players working in favor of local youth participation. The studies aim at:

  • Taking stock of all relevant local organizations and initiatives in the field,
  • Examining their capabilities (internal structure, organizational management, number of active members, independence, objectives) and
  • Describing their working areas, target groups and activities.

This kind of mapping allows to identify all relevant stakeholders, as well as to support capacity building and an improved cooperation with and between these actors.

Working methods

In the Tunisian case, the conduct of studies has been divided into several working phases:

As a first step, local investigators have been identified and trained in collaboration with selected partner municipalities. As a next step, research on the basis of reports, administrative documents, brochures, legislation and websites has allowed to identify the main local actors and initiatives which work in the field of local youth promotion. On the basis of a previously established interview guide, the local investigators conducted surveys on around 20 to 40 governmental and non-governmental organizations and drafted final reports for each municipality involved.

Practical examples

The studies which have been conducted in Tunisia in 2012/2013 involved 6 main municipalities (Gabès, Gafsa, Jendouba, Djerba, Midoune, Menzel Bourguiba and Monastir). The stakeholders comprised:

  • //Non-governmental entities:// mainly local associations, but also the Red Crescent, Tunisian League for the Defence of Human Rights, family and education organizations, the unions of labour, industry and unemployed diplomats, film clubs and UNESCO clubs.
  • //Governmental entities:// business centers, vocational training centers, academic research centers, chambers of commerce, youth and art centers, etc.
  • //Initiatives:// blogger networks, web and community radio stations, web pages, etc.

All surveys demonstrated a certain lack of:

  • Financial resources to carry out actions in favor of local youth participation,
  • Dialogue, exchange of information, coordination and cooperation between the main actors, especially between public authorities and civil society,
  • Spirit of initiative among young people,
  • Facilities and equipment.
